Title:
mk-sbuild fails to create sbuild user and group in resolute

Status in ubuntu-dev-tools package in Ubuntu:

Bug description:
running mk-sbuild for the first time in resolute, first all missing
packages are installed, but then it stops claiming that the user is
not in the sbuild group. Rebooting doesn't change anything, and
looking at passwd/group reveals that the sbuild user and group are not
created.
I suspect a rust coreutils issues here, but cannot install coreutils-
from-gnu to validate that ...
sudo apt -o APT::Solver::RemoveManual=1 install coreutils-from-gnu --allow-remove-essential
Solving dependencies... Error!
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:
Unsatisfied dependencies:
coreutils-from-gnu : Conflicts: coreutils-from
coreutils-from-uutils : Conflicts: coreutils-from
Error: Unable to satisfy dependencies. Reached two conflicting assignments:
1. coreutils-from-gnu:amd64=0.0.0~ubuntu24 is selected for install
2. coreutils-from-gnu:amd64=0.0.0~ubuntu24 is not selected for install because:
1. coreutils-from-uutils:amd64 is selected for install
2. coreutils-from-uutils:amd64 Conflicts coreutils-from
[selected coreutils-from-uutils:amd64]
