Looking at the logs from willayd and kak4ubuntu I can see that the
`ubuntu-desktop-minimal` metapackage (nor `ubuntu-desktop`) was not
marked for upgrade, which implies that it was not installed at the
beginning of the upgrade process, so it was removed by the user at some
point.

Because the new `gnome-shell-ubuntu-extensions` package is only required
by the `ubuntu-desktop` and `ubuntu-desktop-minimal` metapackages, the
release-upgrader will correctly remove the old extensions packages as
obsolete it but won't install the new `gnome-shell-ubuntu-extensions`
package because there's no dependency on it.

As packagers, we could have avoided this by keeping the old extensions
packages available in resolute as purely transitional packages towards
`gnome-shell-ubuntu-extensions`.

But ultimately I would classify the bug as a system misconfiguration
because of the lack of the `ubuntu-desktop-minimal` package.

Bug description:
  my ubuntu taskbar disappeared and when I go to settings>ubuntu desktop this messages appears "no ubuntu settings found" and   "oops, something has gone wrong. Please report a bug in Launchpad". I think I deleted some package wrongly while trying to use tactile app and gnome-extensions. Can you guys help me? Didnt find anything on internet.
