[Bug 2153505] [NEW] BUGINFOD_TIMEOUT environment variable is not honored by libdebuginfod

Public bug reported:

At the time of writing, debuginfod.ubuntu.com is unreachable (see bug #2153433) and this induces
hanging debugging sessions. A quick temporary workaround would be to reduce the
value of DEBUGINFOD_TIMEOUT to few seconds instead of the default 90s.

However, this environment variable doesn't seem to be honoured, 
GDB still hangs on "Downloading separate debug info" despite the 3-second timeout.
