This is because systemd dropped utmp in 256. It should be updated to use
systemd-logind APIs instead. Hope it get's fix soon!

Status in rust-coreutils package in Ubuntu:
  Confirmed

Bug description:
  Just installed a fresh Ubuntu Resolute server image on OpenStack,
  updated all the packages and rebooted.

  Noticed who command is not producing an output:

  $ dpkg -l | grep rust-coreutils
  ii  rust-coreutils                          0.8.0-0ubuntu3                             amd64        Universal coreutils utils, written in Rust

  Re-tested on my laptop running the same version of the package, same
  issue.
