I believe the current setup matches 24.04, no?
But since we have thumbnailers independent of any video player app now, I do think it would make sense to include them in the minimal install.

Bug description:
  As they are providing a core, fundamental functionality for the user, and considering the default installation (pre-selected) is the minimal one, the exclusion of the packages
   
  * (gst-audio-thumbnailer)
  * (gst-video-thumbnailer)

  from `ubuntu-desktop-minimal` that are included in `ubuntu-desktop` is
  confusing and severely restricts users who choose the default Desktop
  installation, as they will be missing a basic functionality that is
  normally included in standard Gnome installations in other
  distributions.
