[Bug 2154119] [NEW] System does not respect the language setting if locale format is different

Public bug reported:

In settings>Language and Region, if the language is set to one thing
(English/US in my case) and "formats" to another (French in my case),
the former is IGNORED and the UI (and a number of applications) is
displayed in the language linked to the "formats" setting. This is very
wrong and at the end of the day, why have a separate setting for
environment language if it is ignored?

This is an old issue that occurs in Gnome and KDE. In the past I have
tried to mitigate it in different ways (by fine-tuning system variables
or using a locale setting that "sort of" works for me), but getting this
right is time-consuming and it can have some negative impact on the
stability of the system.

Maybe I should explain the reason why I want a different setting for
language and locale. As a professional I.T. working internationally, I
just can't work efficiently with a language-localized OS. However, the
US formats are just not practical to me (M/D/Y dates and not using the
metric system, to take just a couple of very annoying examples) and that
permeates (negatively) the whole OS usage experience.

Regardless, the "language" setting being separate, should be applied
separately from other locale settings by the OS IMO.
