  Install updated & Power Off dialogue ignores "Power Off"

Status in update-manager package in Ubuntu:
  New

Bug description:
  I can use Ctrl+Alt+F1 to switch to GUI. But when I pressed Ctrl+Alt+F2 I also saw GUI but background was black and design was also different. I don't start any GUI manually in Ctrl+Alt+F2.
  In 1st virtual console I pushed "Power Off" button but nothing happen. Unfortunately I can't reproduce it.
