We are re-enabling all rust-coreutils for 26.10 in order to identify new
issues and expedite fixes for current ones.

The utilities still using GNU are:
- cp
- df (blocked by https://bugs.launchpad.net/ubuntu/+source/rust-coreutils/+bug/2116290)
- mv
- rm
- true
