Permissions of the charm directory

Hi all,

I'm writing to get some feedback on a "recent" (can't seem to determine if
this happened because of 0.7 -> 1.x or sometime after 1.x). However, the
permissions of the charm directory in /var/lib/juju/agents/unit-*/charm are
no longer permissive.

Is this the new expected norm for CHARM_DIR? Or is this actually a bug that
needs to be addressed?

If the former, I'd like to get this documented so charm authors can update
their charms accordingly.
