PSA, remember to use --upload-tools when working from trunk

Hello, 

Here is a word of caution. 

Now that we are deploying toolsets to the public bucket, the 'find best available tools' logic will revert to the public toolset unless you use --upload-tools.

lucky(~/src/launchpad.net/juju-core) % juju bootstrap -v
