local provider reviews

Hi All,

I'm pushing up a bunch of reviews for the local provider.

There are about eight in all, a pipeline of dependent changes.

While I don't want lenient reviews, I ask you to consider what can land
now and be fixed later.

At the end of the pipeline we have a functional local provider.

There are a few things that don't work entirely, like the status command
doesn't show the ip addresses of the machines.  This is going to be
addressed by some of the machine addressability work that is coming real
soon now™.

However, we will have something that can be thrashed by our friendly users.
