I think this sounds like a reasonable option. We need a charm
that works for our use case, and it sounds like hacking the tarmac
charm until it works might be a good way to go about it,
rather than using the vanilla charm with the addition of
manual hackery.

It does make me wonder if there's some possibility of a
more general mechanism for tweaking existing charms without
fully forking, but the bzr merge will probably work just as well
for incorporating updates to the upstream charm, assuming the
tweaks are nicely isolated.
