failed to bootstrap into hp

For those following along, you need to set the OS_REGION_NAME to
include the compute region. eg:
  export OS_REGION_NAME="az-3.region-a.geo-1

HP exports multiple compute regions, but only 1 swift region
("region-a.geo-1"). But we can sort out what swift region you want
from the fully qualified name.

It is a bit unfortunate that we get an error about "no endpoints known
for service type: compute" but we don't tell you what endpoints we
*do* have for compute.

So, worthy of a bug making it more user-friendly to give more context,
but we managed to get him bootstrapped. There were other problems
later (such as the image-id changing), but this was just a config issue.
