Manual provisioning is in, as you're probably aware. One bug has cropped up
so far, for which I've got a fix pending review.

Yesterday morning I proposed two branches; one for manual bootstrapping and
one required by the null provider:

https://code.launchpad.net/~axwalk/juju-core/sshstorage/+merge/184708
the second one is required for bootstrapping a null-provider environment.

When the two branches above are landed, there's another branch waiting in
the wings which requires both of those:
https://code.launchpad.net/~axwalk/juju-core/null-provider-take2

I received an email from Kapil letting me know that there's a use case for
manually bootstrapping a non-null provider environment (namely MAAS). I'd
like to land what's been done first, and iterate to get there.
