XML Schema validation error in network configuration

The most common error that CI sees testing azure is "XML Schema
validation error in network configuration" during bootstrap. Since
bootstrap fails, we don't get a machine log to identify the root
cause. I reported this issue
    https://bugs.launchpad.net/juju-core/+bug/1266501

What can we do to gather more information? It is not clear if this is
a bug in juju, or caused by something else, possibly CI itself.
