Juju 1.17.1 milestone

Gentles.

I believe milestone 1.17.1 has about 4 weeks of issues targeted to it.

I doubt we can release a 1.18.0 this month without cutting scope. That
may not be possible as API-everywhere really must be complete to
release 1.18.0.

I want to get a juju-core 1.17.1 in to the hands of the brave this
week. I can defer the unfixed bugs to 1.17.2. Are there any bugs that
should be moved to 1.19.0?

Are there objects to a 1.17.1 release this week? Does something
absolutely need to be in a 1.17.1?
