Juju trunk has been broken for 8 days

I defined juju-core 1.19.3 to be the last blessed tarball CI had, which was
    May 26, 2014 3:39:14 PM
    Blessed: lp:juju-core r2795

Well, We always release the last blessed tarball, the issue is that it
was not younger that 24 hours.

Since that date, trunk has moved from on regression to the next, often
with more than one regression at a time. The current regressions are
