deprecating the juju-backup (and juju-restore) CLI plugin

I would hold of on that for a while, as it may be confusing to users.
The documentation
has no mention of 'backups create' and I am guessing neither does help. I think
(as it will work) it is better to lay off the deprecation message
until all the 2.0-style commands
are implemented and we have revised docs for them.
