bug: apt-add-repository doesn't obey http-proxy

Adam Stokes brought this up in the cross team call today.  Evidently it's
actually a (really really old) Ubuntu bug, but of course it affects Juju
when deploying on Ubuntu.  This seems like the sort of thing that really
should be fixed by Ubuntu, but if we decide it's something we want to
tackle, we might be able to make Juju fix things up (which is what was
suggested in this bug report).

If we want to support enterprise customers, this is going to be a major
blocker, IMO.
