Short lived fork of master

Hi folks,

Since master is blocked while we get the release organised, and we don't
want to have a bunch of branches backed up, we created a branch on
github.com/juju/juju called "next".

Please target reviewed work to this and land.

When master is unblocked I expect that we'll just merge this entire
branch in and let CI do it's thing.

The reason for this and not branching for the release is time pressure
around CI runs, and the current focus on master CI runs.

I expect that as we move forwards, we'll branch for the release and
leave master open.
