UX to upgrade a charm

Hey Gary.

Thanks for the reminder. We've talked about this in the past but it's 
never made it into the wireframes other than deeply buried in an old old 
version of the notifications panel. I'll add a reference to it in the 
current set of wireframes so we can discuss this further in Austin (if 
we make it... damn snow).

Is this something we need to have resolved for 13.04?
