Charm launch steps

Hi all.  Next week, please do the following on Monday:

- Review https://codereview.appspot.com/7131063 .  Get that branch (or a 
derivative or something else that makes "charm proof" happy) landed.
- Make a release of the GUI, using the documented process (see 
docs/process.rst, and don't forget the QA :-) )
- Doublecheck that the charm works.
- File a bug against the "charms" project at 
https://launchpad.net/charms/+filebug to request that the juju-gui charm 
be reviewed for inclusion in the official charm store. Subscribe the 
"charmers" team by clicking "Subscribe someone else" on the right side 
of the launchpad page. This gets our charm in the review queue.
- Tell jcastro in #juju that we are ready for him to announce the charm. 
  Clarify with him that this is for the ~juju-gui charm, and that there 
is no official ~charmers charm yet, though it is in the review queue. 
Hopefully this doesn't concern him for this initial announcement.
