Blockers to charm announcement

Today we created release 0.1.5 in anticipation of being able to announce the charm.  We have discovered some issues that need to be fixed before we can do that.

Charm-related:

1102633:	Setting the juju-gui-source to lp:juju-gui fails.  (Paste available)

1102636: Deploying a charm during the window while upload_release runs causes a failure as the tarball isn't yet available.

GUI behavior:

1102637: Menu-View does nothing

1102638: Ambiguous relation selector broken

1102638: Selecting a target service when adding a relation brings up the menu

1102643: Menu cannot be dismissed

All of these bugs are high priority and are in the main story.  To accommodate getting them done quickly, the WIP limit has been raised to 4.
