Juju GUI branches: pre-imp call with William, docs directory

Hi all.  William has graciously agreed to be available to us for
pre-implementation calls whenever we plan to work on anything in Juju
Core.  Please take advantage of his offer!  This is very important to
reduce the chance of rework.

Our hope is that, as we work with William, we will together begin to
identify characteristics of branches that require his participation,
versus those that do not.  As we discover these, we can document them,
and reduce the load that we put on him, and possibly speed up our own
throughput.

William also asks of us that people contributing to Juju Core be sure to
periodically familiarize themselves with the contents of the Juju Core
docs directory, which contains important and non-obvious information.
That can also reduce the chance of us needing to do rework.
