Charm browser defaulting to open

I've been following everyones thoughts on this. I would normally opt for
Matthew's idea but slightly different, where the panel is minimised but
jumps out slightly quickly however I also like Jeff's idea where for the
first 5 times the narrow panel is open but if they minimise it multiple
times then it learns.
Considering we are heading towards a mode switching canvas consisting of
"Build mode" and "Browse mode" then I think Jeff's idea should be the one
that we go for, the build mode needs to be synonymous with the narrow panel.
