More info in deltas

Francesco and I have been working today on filling in some of the
blanks in deltas but both of us will be out on Monday so I'm looking
for someone to run with the work.

We paired on a branch that I believe is ready for review:
lp:~frankban/juju-core/more-info

After Francesco's end-of-day I worked on adding fuller relation data
to deltas.  I think I came up with a reasonable approach but there are
2 test failures yet to fix.  I don't think it will be too complicated.
