Formula contribution path

Hi Ensemble gurus,

I would like to be aware of the community contribution path to 
submitting a formula. I am aware some of the launchpad folks are working 
on helping by customizing LP to ensemble needs. While I don't have much 
info on current status, my impression is that this is more of a longer 
term solution. On the short term (the 11.10 cycle) .. What about having 
a simple formula tree, perhaps structured like

database/
++ mysql/
++ postgresql/

With such empty placeholders that the community can branch, write 
formulas, propose for merging ..etc? I understand it's not perfect, but 
is it good enough for "now" ? Should that tree live outside lp:ensemble 
or outside ? Awaiting thoughts and comments ?
