EC2 Problems in us-east-1 region.

Hi Folks,

There appear to some problems today with the us-east-1 region [1]. Unfortunately this also effects ensemble as we currently publish images there. I'm tracking the work nesc. to fix this in 
bug 768320 [2], note this isn't multi-data center support just better alternate region support.
