Looks great. I think we should be clearer that:

 * each Charm should retain the identity of the person or team who are
the lead charmers for that charm
 * the charmers team can make changes to any core charm in order to
bring it into compliance with policy or address critical bug reports

In other words, we have both individual maintainership and a culture of
welcoming rapid agile changes from the core team, anywhere.
