charm maintainer and lp ids

Just a note to add to the charm test/review process.

When charm tests fail, we'll:
   - notify freenode#juju
   - create/update a bug assigned to the creator/maintainer of the charm
   - not expect m_3 to fix them all forever :)

Of course we need contact info in metadata.yaml ( 
https://bugs.launchpad.net/juju/+bug/890449)... preferably email that 
can be matched to a launchpad id.  The charm review process should check 
for this.

Automatically filing bugs seems a tad heavy-handed... just sending an 
email seems light.

Any better ideas?
