How to deploy an updated charm

Hi,

I am deploy a charm locally to LXC container. The charm's hook has a
bug that prevent a service being started (started_error). How can I
deploy the fixed the charm to that service again?

I tried upgrade-charm, but it requires that service to be up and
running (started state).

I destroy the service and re-deploy, but Juju seems cache the charm
and still deploy the old borken charm.

Any suggestion or best practice?
