charm store: serve metadata and config?

We informally agreed recently that it would be nice not to have to
download charmstore charms to users' machines, and to reference them by
bundleURL exclusively; but, at the moment, we do still need to download
store charms (so that we can poke metadata/config into zookeeper). One
way to get around this requirement would be to also serve charms'
metadata and config directly from the charm store. Does anyone have an
opinion on this?

(We don't *need* to do this at all -- I don't think anyone's complained
about the cached store charms -- but it might be sensible to keep it in
mind for the longer term.)
