charm store: serve metadata and config?

If it's an optimization, it can wait. We need to support the local
charms, so we need to support uploading charms. Having both working
the same way, even if we have to download, is a trivial step forward.
That was the reason why we did that in Python, despite knowing that
eventually we'd want to download straight from the charm store to the
environment. Once we do that, though, we'll also have to worry about
whether the environment has the same access to the internet that the
local machine does. It sounds like the decision we've made in Python
is still a good one for our current status.
