Drupal support to make files

Anybody can think how implement support to make files inside Drupal charm?
If you don't know, Drupal charm can use make files to define web sites
(like modules used, deploy customized modules {via Git, CVS, Subversion,
etc.}, etc.). It's a external file. How I can transfer the externa file
inside to charm?
