Rails charm now propagated!

I've been working on a generic php-app stack ( based highly on my
own,marco,m_3 and others previous similar charms ) along with sym2 zf2 cake
and other php frameworks as subordinate charms ...

I tend to mostly lurk on the mailing list so for faster responses i can
almost always be found in #juju
