What provides juju image-metadata or juju-metadata generate-image?

Hi everyone,

I've had 2 people contact me independently stuck with this problem for
private clouds:

But it seems that they are both missing `juju image-metadata` and/or
`juju-metadata generate-image` on 1.13. Any ideas?
