Charm directory permissions

Hi.

I've got two charms that don't work with the latest juju-core, as the
permissions on the charm directory are now more restrictive.

Can I get https://bugs.launchpad.net/juju-core/+bug/1205286 triaged
for juju-core? I need to know if I need to update these charms to
store data elsewhere, or if this is considered a bug in juju-core and
the fix should happen there.
