I did give everything read access after I created, and after I uploaded the files.
swift post juju-dist -r '.r:*'

Also, if I try open http://10.10.13.180:8080/v1/AUTH_3[...]e/juju-dist/streams/v1/index.json<http://10.10.13.180:8080/v1/AUTH_3%5b...%5de/juju-dist/streams/v1/index.json> in the browser, I get a 401 forbidden error.

The URL it's trying for the index.json file should work. You should be able to open it in your browser. If that gives you an error, double check the swift acls. In the ask Ubuntu answer was a juju post command to set the right acls. I'm on my phone right now and a bit handicapped and can't look it up myself, sorry.

One thing to note: It appears that my clock is way slow on the machine. [But it is at least consistant].  The URLs look wrong. Also, rerunning bootstrap claims that Juju has already been bootstrapped.

That endpoint has to match *exactly* the auth-url you have in juju's environments.yaml

Also, if that is the IP of your all-in-one box, I suggest to use that instead of 127.0.0.1 everywhere else.
