Review needed: CLI support for charm-helpers

Hi, charmers and charm-helpers users,

>From the beginning, one of the important features we've wanted to include in charm-helpers is the ability to use the library from any language through a CLI. Nick Moffit and I have built a framework for exposing helpers via a CLI, and the MP has been hanging around since the beginning of August. I'm curious if we could get a volunteer to review it, vet the sanity of the approach we've taken, and let us know what needs fixing.

Once this lands, we can start exposing helpers and open up the library to a much wider community of charm developers.
