bug 1027877 - cmd line support for debug log

I am just wondering.  I saw that debug-log support from the cmd-line will
not be back ported  to 1.12.  I guess I'm ok with that, but I want to ensure
it will make in:

1. The next release of juju.  I'm assuming that's 1.14?
2. It is in precise.
I find this functionality critical to understanding what juju is doing in
the deployment process.  Further to this, I don't know how the debug-log is
actually gathered.  I would not make it tied to all-machines.log gathered
individually from hosts. There is another bug already filed on that log
growing exponentially.  So for those for send that to /dev/null, fixing
debug log might not work.
