New contributor tasks page added

Hi everyone,

I've started a page with new developer tasks on the Juju home page.
The intent here is to give people an onramp on how to get started with
charms and Juju and might not be quite ready to start a new charm or
write a provider, but want to play with something.

I've added "bitesize" bugs to the lists for both charms and juju core.
The idea here is that if you find a bug that is a good intro bug, just
add the tag "bitesize" in launchpad. For charms this could be things
like polishing up a README, or adding a config option.

For core it would be bugs that you think would give the person a good
start on learning the codebase.

Like all pages on the Juju website it is editable by anyone in core or
~charmers, so if you have any tasks that you feel should be on this
page please ping me or add it.
