Best practices page for charm authors now available

Now that the new docs are live I'd like to point out a section we
haven't had in the past:

We've had a bunch of feedback for the need for a page like this. The
idea is that while many things should be charm policy that we
shouldn't get _too_ opinionated and instead recommend things as best
practice.

Right now these are a bunch of policies from Canonical IS (Thanks
guys!) that are their best practices for running on a production
OpenStack.

However what we'd like to see going forward is a bunch of
best-practice things added to this document, so if you're rolling in
production and want to add to this page, feel free to bring it up on
the list, we'd like this document to be a collection of best practices
not only from Canonical but from a bunch of organizations using Juju.
