4 min delay in deploying a charm on LXC (and BTRFS)

I'm guessing you can look for log files in /var/log/juju or possibly
/var/log/cloudinit.log to see what might be running.

My immediate thought is that the newly started lxc instance is going
out and trying to install packages and upgrade them.
