It turns out that the ubuntu-cloud template that juju-core uses already
supported influencing cloud-init by means of sourcing /etc/default/lxc for
a MIRROR variable. However, if you pass a custom userdata to the template
(which juju-core does), then it ends up not setting the apt_mirror for
cloud-init.
I've worked around it here:
https://code.launchpad.net/~sidnei/juju-core/lxc-mirror/+merge/177737 by
sourcing the /etc/default/lxc from juju-core itself (which feels kind of
ugly).
Assuming the juju-core team is fine with the approach, I will write some
tests for it tomorrow and propose for merging.
