Is public-bucket-url used for both tools and streams?

Not currently. Unlike the logic to find the simplestreams image 
metadata, which looks in several locations until it finds a match, the 
logic to find the tools only looks in one place, being the 
environment's public shared storage location (aka public-bucket-url). 
We could (should) enhance the tools search logic to be smarter. But 
that doesn't help you right now, sorry.
