Hi all,

After looking at a few things yesterday, and also this morning, it seems
that another precise update has broken the local provider.

I thought (incorrectly as it seems) that we didn't try to install lxc on
the machines started for the local provider.  Now an update there is
trying to install cgroups-lite, which apparmor is complaining about.

This leaves apt in an incomplete state causing all install hooks to fail.

I am just testing a fix for the "install lxc" problem. Ideally we would
like to support nested lxc, but after 30 minutes of failing to get the
profile working properly there, I have decided to make the machine image
be what we expect, and then look at the nesting issue later.

This will impact 1.16.2 as well as development 1.17.0
