- From 1.13.2 you need to:

 juju upgrade-juju --version 1.14.1
and then
 juju upgrade-juju --version 1.16.0

There were some changes from 1.13 that need to be applied by the 1.14
upgrade, and then more that need to be applied by the move to 1.16.
1.13 was a 'dev' release so we don't support all possible ugrades.
