Bootstrap problem on aws, 1.16.5

Hi,
I'm being hit by this bug more frequently than not:
https://bugs.launchpad.net/juju-core/+bug/1183571
Even after I trash my jenv files and caches and what not, remain just with
~/.juju/environments.yaml, and then also change the control bucket name, I
still can't bootstrap.
The only thing lingering around is the previous bootstrap instance,
terminated, but still in the output of ec2-describe-instances:
$ ec2-describe-instances
