Definitely. `juju deploy` takes an option for a config file. I use that in
my Jenkins install to set the source and the admin password on install.

I created a file 'jenkins_conf.yaml'

  jenkins:
    password: test
    release: trunk


and then deploy with:

  juju deploy --config jenkins_conf.yaml precise/jenkins

This brings up the service with the config specified.
