how to create "config-changed" hook

Hi Saurabh,
Hooks are rather fundamental to how charms work. If you have defined a
relation but have no hooks for it at all then it isn't going to
achieve anything. I imagine you would want at least a
website-relation-joined hook to pass the host/port details of your
website, but I'm not exactly sure what your charm is for.
I would recommend taking a look at the walkthrough in the docs (at
https://juju.ubuntu.com/docs/authors-charm-writing.html) as this seems
like it may be a similar charm.
